I agree that there are some serious questions, but the site doesn't have a great amount of information on it (also not a particularly good sign). According to what I can find, compensation starts after a flight is delayed for 30 minutes. They indicate that they will use FAA information to verify that a flight you've submitted a claim for was actually delayed (canceled flights and terrorist acts are not covered) and to determine "actual departure times." I may give it a try on some upcoming travel.
