United's regional United Express partner at Dulles, Atlantic Coast Airlin= es Holdings Inc. (ACAI), said this week it expected to break from United = and form its own low-fare airline with a hub at Dulles. United said it believes it is still possible to reach an agreement with A= tlantic Coast, but has an alternative plan to provide continuity in Unite= d Express service if a deal cannot be completed.
