Lockheed did build BUR, but they gave it to the newly created Burbank, Glendale Pasadena Airport Authority in the early 1980's. This is a city run agency that I am sure takes fed money for runways etc. >>My suspicion/guess was that Burbank was built by/for Lockheed. <<
