Cincinnati master plan would improve passenger flow HEBRON, Ky. (AP) =97 Cincinnati/Northern Kentucky International Airport=20 officials have proposed a $1.2 billion, 30-year improvement plan that=20 includes changes to help passengers get to flights easier. The master plan= =20 presented Tuesday calls for reconfigured freeway ramps to improve traffic=20 flow, a single terminal to replace the current three and a centralized=20 car-rental area. The plan would be completed in stages if air travel demand= =20 increases and warrants the changes, airport planning officials said. The=20 full $1.2 billion cost would not be reached unless the entire 30-year plan= =20 is implemented. The 18-member Kenton County Airport Board, which operates=20 the airport across the Ohio River from Cincinnati, is to vote on the plan=20 June 16. The first two phases could start within two to three years or as late as=20 2012, airport officials said. Airport officials expect to pay for early=20 phases with existing passenger boarding fees, new rental-car user charges=20 and bonds that will be sold. The boarding fee will increase to $4.50 from=20 $3 in August to pay for a fourth runway to open in December 2005, airport=20 spokesman Ted Bushelman said Wednesday. Delta Air Lines has a hub at the=20 airport, which also is home to Delta's Comair commuter airline. The airport= =20 has 612 daily takeoffs and landings, slightly more than the 600 it had=20 before the Sept. 11, 2001, terrorist attacks, Bushelman said. The airport's= =20 2002 passenger count of about 11.2 million was down slightly from a peak of= =20 12 million before Sept. 11, 2001.
