The request is the first by a major American airline to fly to Iraq since the war there. An executive order that was issued in 1990 bans commercial flights between the United States and Iraq. Bill Mosley, a spokesman for the Transportation Department, said yesterday that there was no timetable for making a decision on Northwest's request. He said his department would work with other agencies to restore air service to Iraq once the ban has been lifted. Northwest is asking to fly both cargo and passengers. Several smaller airlines have also applied for permission.
