Young, of Florida, will propose that the assistance to the aviation industry be attached to a $75 billion Iraq war spending bill that the committee is considering on Tuesday morning, said the aide, who asked not to be named. Under the proposal, the government would refund to the airlines the security fees imposed on them since the hijack attacks of Sept 11, 2001, the aide said. He said the House Republican leadership, including House Speaker Dennis Hastert, backed the plan.
