Perhaps one or two of them are, but the real reason behind this was to cut the cash bleed. Between their other idle widebodies and all the other majors and charters, I don't think the Pentagon is too desperate for one or two extra Delta 763s. Then again, I have heard that a higher than usual number of aircraft from various operators have been/are making their way from various military bases around the US to Kuwait.
