May be the finest but regulation had nothing to do with being the safest.  This
was economic regulation.  Non-economic regulation (e.g. aircraft maintenenace)
was done by the FAA.

Once the airlines were given approval for off-peak (e.g. night coach) and
family fares, travel by air was no longer a for the "well off" but for all.
