It depends on your definition of "owned by government." :-)
In a round about way -> Canadian Airlines/Canadian Pacific could be a
possible match.
BWIA is another ('privatized' a while back.) (Owned by Trinidad and
Tobago)
LIAT might meet your requirement as well, (Owned by St. Lucia, St.
Vincent, Antigua, and possibly Barbados I believe.)
