Some astonished airline executives were muttering over the turkey during the Thanksgiving holiday as they digested a warning of "nationalization" by Carol B. Hallett, president of the Air Transport Association. Nationalization is a word few people in the industry like to hear in any context. In a speech to the Aero Club of Washington on Nov. 26, she said that "the industry's economic meltdown since 9/11" was rooted "in substantial measure to post-9/11 policy government decisions" that have imposed as much as $10 billion in extra security costs that will lead to losses of as much as $9 billion this year. "Please do not take my comments lightly," she said. "They're not random thoughts. I firmly believe that if appropriate action is not taken, draconian steps will be necessary. So I'll say it: failure to fix the root causes of the airline industry's meltdown may necessitate nationalization of the industry." Ms. Hallett, who asserted that the government should pay all security-related costs for air travel, said that she did not want to leave any "I should have said" moments behind after she leaves her post in April.
