USN = United States Navy.

They are entering contracts with commercial shipping companies to
transport tanks and material from the US to the Persian Gulf (probably
to either Kuwait or Qatar; Turkey is also a possibility).

What do you mean by 'commercially' to move tanks. Do you mean US
airliners; cargo carriers to move tanks?
