CHSTR (pronounced Chester) is the outer marker (OM) for runway 14R at ORD.
Aircraft usually get switched over to tower at the OM so you hear them call
out "UAL123 Chester".  Tower would respond "UAL123 you are #2 for 14R
cleared to land, etc".
