No they pay the smaller amounts,

I have seen corporate volume agreements that are around 30 -47% off the Y
fare. Don't even get me started on the sales department at the airlines.

Exactly the same audience who are benefitting from up-front negotiated
discounts that would make you rethink their entire pricing structure.  It is
no longer true that the carriers largest consumers pay the highest prices.
