Being the instigator of numerous cancellations as a dispatcher many a time
and have to code them, it is indeed difficult to decide actually what to
blame the cancellation on if both are present.  Sometimes you pick one of
the other and let it ride since neither make the airline directly
accountable for the cancellation/delay.  From what I see from this flight,
it was ultimately cxld due to weather..then once finally off the gate...it
diverted because of ATC..not cancelled because of ATC.
