Technically it's arrival spacing.  In order to achieve 5 MIT at the FAF =
you need appx 10 mit at the outer fix.  Normally major facilities  use a =
4 post arrival concept.  Runway acceptance rate then determines mit on =
final.  Another factor is do you use the same runways for departures?
