Within reason, the trim is set for the CG, but we have to have CG limits for
controllability issues too.  Our take off range is marked both on the whiz
wheel and the trim system.  We have three zones for CG calcuations, 1-3, 4-7,
8-10.  That breaks down to 9-12-9 as far as seats go.  If we have an empty
airplane we are normally out the front limit of the range (nose heavy).  If
we have 3-5 pax and only their bags, we usually need them towards the back.
If we have misconnected bags (used to happen ALL the time), then the higher
weight in the back would help.  Only when we get really full of pax and bags
do we run out of the aft limit.  We also have zones that we can use only when
all empty seats are forward or aft of all pax, if anybody is really
interested, I will try to scan my whiz wheel and post its picture online.
Obviously with larger airplanes with belly cargo, they can balance the
airplane better.
