As the accident happened in Mexico, the official investigation should have been performed by the Mexican authorities (as per ICAO Annex 13). Nevertheless, the NTSB may have published something on this accident, so it might be worthwhile to look at the NTSB website (http://www.ntsb.gov). But in any case, reports of this vintage are not available on-line; so even if anything is available from the NTSB, your would have to order a paper copy through the appropriate channels.
