Clay, Yep..that about sums it up. What makes it worse is the people said they would not complain since the so called extra noise is due to 9/11 flight path requirements. On a side but similar note. Being 8 DME south of DCA, I've found the noise to be less even though the aircraft are using a higher power setting. As they reach my neighborhood, the aircraft are at a greater altitude than with the noise abatement power setting that was required until 10 DME. This is especially noted with the few DL 727s that still operate from the airport.
