There are two different check points.

First there is the pre check which is controlled by the airlines. This is
were your paperwork is checked by the airline employee before you go up to
the X-ray equipment.

Second is the baggage and pax screening with x-ray and medal detectors.
These are controlled by the government.

What the airlines are/were doing is having separate line at the pre
screening level for FF pax, which would be shorter and then lead to the
x-ray/medal detectors. What they cannot do is have specified x-ray and medal
detectors for these pax since they are now owned by the govmt.
