I usually don't even address (a)(1) when I am asked about or mention F/A
requirement, since it will <never> apply most of the time....
Yes, about FedEx Busses.   I recall the catalyst for the amendment was when
UPS was playing with adding seats on cargo aircraft while on their way to
experiment flying passengers.
