As Eric explained, Gnulib is upstream.This appears to be my screwup. I originally made the change in GNU Automake, then ported that to Gnulib and to Autoconf, but apparently didn't get it into Gnulib in time for the Autoconf 'make fetch'. Since the Gnulib copy has the patch now this shouldn't happen again.
