You only NEED to use autoconf.git if you plan on contributing patches to autoconf. Most people don't fall into this category. Use a pre-built autoconf from your distro, or use an existing autoconf.tar official release instead. But if you really DO want to develop autoconf, then you have to bootstrap your system by first installing autoconf from a tarball, and using that to run 'autoreconf -vf' on your git checkout, in order to get the required configure file located within your checkout.
