Sorry, but you're out of luck - no one here knows of an ECCN associated with Autoconf. I'm not a lawyer, but a quick google search for "open source eccn" leads me to believe that since Autoconf is freely available and does not deal with software encryption, it is exempt from needing an ECCN.
