The large piece (with a new name) would be identical to what's in gl_HEADER_STDBOOL. The small piece, still named AC_HEADER_STDBOOL, would invoke the gl_HEADER_STDBOOL-equivalent, and would also set HAVE_STDBOOL_H. This wouldn't affect existing Autoconf usage, and would allow us to keep Autoconf in sync with gnulib as far as gl_HEADER_STDBOOL's contents go.
