According the documentation
http://www.gnu.org/software/autoconf/manual/autoconf.html#Generic-Declarations
AC_CHECK_DECL defines HAVE_DECL_FPRND_T to either '0' or '1', which
implies the #ifndef above is useless. You need something like
#if !HAVE_DECL_FPRND_T
typedef unsigned short fprnd_t;
#endif
