Not really. Autoconf is a Unix tool. SCons might be worth looking at,
though it seems a bit of a nightmare to me, though that is probably

yes, but the ins & outs of writing a library for *nix/windows isnt really.  if

hmm - asking _here_ about anything that's not done by libtool is definitely a waste of time. But let's stick to the OP's question rather than dwell upon the lack of interest in related topics.
