CONFIG_HEADER is not documented because it is obsolete since 1996,
quoting NEWS:
  New in 0.29:
  [...]
  * CONFIG_HEADER variable now obsolete

Please let's not resurrect it.  Packages can meaningfully have more than
one config header (of which only the first one is generated with
autoheader, if you run autoreconf).

I haven't done a code check yet whether any packages are still relying
on it.
