Rather than setting V, your config.site should set your choice of
enable_silent_rules={yes,no}.  You still want V to be available for
overriding the default at make time.  But the autoconf manual is not the
place to document this; it is an automake feature.  On the other hand, I'm
still hoping to finish addressing all of Ralf's points on the INSTALL
improvement patch, which will at least include mention of
- --enable-silent-rules on the configure command line and the use of V at
make time.
