I've seen several new operating systems based on from scratch microkernels emerge in the last two years, all of them have their own from scratch libc, at least one is becoming quite popular for developers. If no other libc beyond now was developed, what you describe might be the case. I'm sure other unpublished efforts exist. I really think, as time goes on the gobbly gook will only increase, it must :) I appreciate the bloat, its needed and always will be needed if you hope to recreate the build that produces your programs no matter what your working with.
