Libtool ships with a macro AC_PROG_LD that sets $LD. I'm not sure though whether that's what you want. Most likely you just want to ./configure --host=arm-none-linux-gnueabi which causes all tool checks to prefer a tool with a prefix of arm-none-linux-gnueabi- Hope that helps.
