Send them to the {automake,libtool}-patches lists, preferably against the latest CVS versions. If you have questions, feel free to ask them, preferably on those lists, too. Please note that the necessary changes to each of the tools are likely to exceed the limit of copyrightable changes. This means a copyright assignment or disclaimer will be needed. I'll contact you off-list. (Esp. for patches that are rather generic, I much prefer to have legal issues out of the way before I read actual patches: if I end up being the one implementing the feature, and since its patch will be rather straightforward, it's likely it will look very similar to a proposed patch; while this means there is little originality in the change, it also means that I may just have a harder time because of having to argue that, and that I did write it independently of the other proposed patch; I just prefer to avoid those extra worries if I can.)
