CVS access to git repository

CVS access to the git repository is now enabled, thanks to help from Jim
Meyering.  To check out the git repository using only a CVS client, you
can use the following (there is no pserver password):

cvs -d :pserver:anonymous@xxxxxxxxxxxxxxxxxxxxxx:/autoconf.git \
  co -d autoconf HEAD

The git cvsserver treats each current branch name as a CVS module; the
list of branches in git can be found at
 http://git.sv.gnu.org/gitweb/?p=autoconf.git;a=heads
although presently, only the master branch (which is also referenced via
the name HEAD, as in CVS), has any current development.

We are still working on updating the instructions on savannah.gnu.org to
point to these new CVS rules.  I also hope to remove all mention of the
older repository checkout rules from savannah.  Eventually, I will quit
syncing the old repository with git, and Jim will add a commit hook to the
old repository that will block commits, so that we only have to worry
about commits to the git repository at that point; but it may be a while
longer before we are ready to take that step.  However, even after commits
to the old repository are blocked, read access will remain available for
the foreseeable future, to make it easier to grab diffs lying around in
checkouts from the old repository as part of the migration to the new
repository.
