M4 1.4.4 and earlier have known bugs that interfere with correct autoconf
operation.  We recommend upgrading to M4 1.4.5 or later (M4 is currently
at 1.4.10).  While you are at it, you may also want to look at upgrading
to autoconf 2.61, although for this issue, the out-of-date m4 is most
likely the culprit.

Once I get some more free time, I will try to further analyze the
additional information you provided, if no one else beats me to the task.
