RTEMS users have reported it for both MinGW and for Cygwin.

For Cygwin, the OP reported, switching to NTFS instead of FAT32 would
have remedied his problem.

AFAICT from the user reports, the problem is 
"test -x <foreign executable>"
failing.

I can supply you with such foreign executables on PM, if you want me to.
