If you're only out to know whether the macro is defined:
AC_INIT
m4_pattern_allow([^AC_PROG_CC_C89$])dnl
m4_ifdef([AC_PROG_CC_C89],
[[echo has AC_PROG_CC_C89]],
[[echo does not have AC_PROG_CC_C89]])
Omitting the macro name in the answer, the above may be simplified to
AC_INIT
m4_ifdef([AC_PROG_CC_C89], [echo yes], [echo no])
