I agree that the bug should be moved to the 'check' package.

As I understand it, the 'check' maintainers already know that it is
broken to use AM_PATH_CHECK, and have renamed it to PKG_CHECK_MODULES.
The code in question is merely a backwards-compatibility reminder to
users that they shouldn't use the old AM_PATH_CHECK macro any more.
