I thought I'd previously seen this documented somewhere, but a search in 
autoconf 2.59's texinfo manual fails to turn up the reference :-(

FWIW, I routinely create an aclocal.m4 for my projects, but I've never used 
aclocal to create it.  My tool of choice for this job is vim[1] -- it gives 
me complete control over what gets included  :-)
