Correction: GPL adherants *don't care* about open souce _model_. They care about _free_ software!

The solution for what you purpose is the cygwin library itself! If the library was _embedded_ into autoconf and had been licensed under MIT then you would not have anything to say... (wait, you do: "I want a gui for the configure script!")
