It sounds like your shell is confused, either by this line (line 15):

  NULLCMD=:

or by this one (line 16):

  elif test -n "${BASH_VERSION+set}" && (set -o posix) >/dev/null 2>&1; then

What shell are you using?  What operating system are you running it on?
What happens when you try to run this command with your shell?

  NULLCMD=:

What happens when you try to run this command?

  if false; then
    echo 1
  elif true; then
    echo 2
  fi
