Thanks for your input.

There is no '[repository]'   entry in    /etc/yum.conf .
The various system settings are distributed among:

/etc/yum.conf
/etc/yum/<various>
/etc/yum.repos.d/<various>
/var/lib/yum/<various> 



A catalog of  '/etc/yum.repos.d/repos.reo'  shows the following:
   

/etc/yum.repos.d # cat repos.repo


[repos]
Name=Scientific Linux repos - $basearch
baseurl=http://ftp.scientificlinux.org/linux/scientific/7x/repos/$basearch/
        http://ftp1.scientificlinux.org/linux/scientific/7x/repos/$basearch/
        http://ftp2.scientificlinux.org/linux/scientific/7x/repos/$basearch/

enabled=1
gpgcheck=1
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-sl file:///etc/pki/rpm-gpg/RPM-GPG-KEY-sl7
