Errors when running needs-restarting

I found one other use posting this problem on the zammad github, but no solution. I'm really hoping someone here can help. 

I am running CentOS Linux release 7.6.1810 (Core) and get the following error when running sudo needs-restarting or sudo needs-restarting -s.

The issue seems to be limited to just one of my servers, works normally on an identical install. I have tried removing and reinstalling yum-utils with no change. Running sudo needs-restarting -r returns normal results. 

How do I return this to a normal functioning state?
