$ python -c 'import yum; yb=yum.YumBase(); print yb.conf.yumvar'
{'releasever': '17', 'basearch': 'i386', 'arch': 'i686', 'uuid': '9e7e68e1-ab25-418e-93ef-1537ad3554ec'}

yumvar dict is used automatically when parsing *.conf files,
so it's probably easiest to just define def_local_repo_dir
there as /var/cache/yum/$releasever/$basearch/...

You can also use yb.conf.cachedir + '/_local/packages'
