Not the answer you're looking for, but an approach often used for libraries is to package compat-lib-0.0.1, which can be installed at the same time as lib-0.0.2. A downgrade of program-0.0.2 to program-0.0.1 would then be able to pull in compat-lib-0.0.1 to satisfy the dependency.
