If the above is the case and you've cleaned out your cache then I
suspect
you have a proxy in between you and the site that you don't know
about.

I'm already using the same site with F10 repos, I can wget the files,
and I've tried other mirrors. I'm not sure how that would make sense..
unless there is more going on here than I've got information for - I can't
see it, either.
Try running reposync NOT through cobbler to see if that displays something
more.
