yum or preupgrade: can we go direct from F7/F8 to Rawhide

In F7/F8 in preupgrade if you check the box it shows Rawhide as one of 
the choices.  So is this possible to go directly to Rawhide even with 
the newkey issue?  And does that apply to inplace upgrades with yum?
