What do the whiteout and blacklist plugins do?

For example, on an x86_64 installation, if I get some dependency problems with installed package (i386) because I'm trying to update the x86_64 version of this package, can these plugins help?

I tried putting a package name in these files but it just says "Parse error"

What is the expected format to make entries in the whiteout and blacklist files?

the plugins were developed for preupgrade and tied into anaconda - best to ask those developers.

I think will woods in particular.
