Is your web browser set up to use a proxy ?
That might be why it can get to various mirros, but yum cant.
try a wget directly like:
wget
http://ftp.jaist.ac.jp/pub/Linux/Fedora/updates/10/i386/repodata/primary.sqlite.bz2
as an example.
What about ping the ftp.jaist.ac.jp
