The following helps us to be sure the rpms are properly installed:
$ rpm -V yum rpm python python-urlgrabber rpm-python

Check if debug gives any additional useful info:
$ yum -d 10 list

Try to start yum manually:
$ python
>>> import yum

What do each of the above say ?
