I'm having a problem with yum-allowdowngrade.

# yum -d1 --allow-downgrade list tar
Installed Packages
tar.x86_64                               2:1.15.1-23.0.1.el5    installed
Available Packages
tar.x86_64                               2:1.15.1-23.el5        base

# yum -d1 --allow-downgrade update tar-1.15.1-23.el5
Could not find update match for tar-1.15.1-23.el5

# yum -d1 --allow-downgrade install tar-1.15.1-23.el5
<no output>

However, yumdownloader + rpm -Uvh --oldpackage works

# yumdownloader -d2 tar-1.15.1-23.el5

Is this how it's supposed to work?
Using RHEL5 (customized for local environment), yum-3.2.5, yum-utils-1.1.7.
