the definition is somewhere in rpm. It's just one of rpms many
'features'.
if you set dbPath separately then you can change it's destination, yes.
The dbpath is set by %{_dbpath} macro in rpm configuration, but
/var/lib/rpm might be hardcoded in a few places if dbpath is not set at
all.
